MINUTES OF THE MEETING
of the
BOARD OF TRUSTEES
September 22, 1961
At the Trustees' meeting on July 14, 1960, the
Board authorized the development of plans for an intramural
building project for Michigan State University-Oakland to
cost not to exceed $1,600,000 to be financed on a self-liquidating
basis through segregation of a portion of the student fee.
The plans have been developed and submitted to contractors
for bids which will be received about September 26. It is
now necessary to finalize plans for financing this structure.
Mr. Varner and Mr. May discussed the arrangements.
On motion by Mr. Harlan, seconded by Mr. Huff, it was
voted to approve proceeding with the construction of this
building if the total costs, including architects' fees, necessary
site, furnishings, etc. do not exceed $1,600,000. If, when
the bids are taken, this budget can be met, it is understood
that Mr. May will telephone each Board member and upon the
approval of a majority, he will be empowered to authorize
the beginning of construction. The officers of the University
are directed to work out, in cooperation with Mr. Cress, the
required financing covering this project and the addition
to the Student Service Building in the sum of approximately
$700,000.
Termination of Orrin E. Taulbee as Associate Professor of
Mathematics effective August 31, 1961.
Appointment of Mrs. Claude J. Astrachan as Instructor in
Humanities at $5000 effective September 1, 1961 to August
31, 1962.
Appointment of Carmen M. Urla as Instructor in Foreign Languages
at $5000 effective September 1, 1961 to August 31, 1962.
Change in status for Sheldon L. Appleton from Assistant Professor
of Foreign Studies to Assistant Professor of Political Science
effective August 1, 1961.
Change in title of Serge Shishkoff from Lecturer to Instructor
in Foreign Languages at Michigan State University-Oakland,
effective September 1, 1961
