MINUTES OF THE MEETING

June 15, 1961
A tentative budget was submitted with the recommendations
of the officers of the University with the understanding that
the detailed budget will be distributed to the Trustees prior
to the July Board meeting and that the final budget approval
action will be taken at that time. A summary of the tentative
budget is as follows:

On motion by Mr. Huff, seconded by Mr. Harlan, it was
voted to approve the tentative budget as presented by
Vice President May.
Appointments:
Appointment of Karl E. Odwarka as Instructor of Foreign Languages
at $5300 effective August 15, 1961.
Appointment of Alfonso Urtiaga as Instructor of Foreign Languages
at $5800 effective August 15, 1961.
Appointment of Donald C. Hildum as Assistant Professor of
Psychology at $7600 effective August 15, 1961.
Appointment of J. Duncan Sells as Dean of Students at $11,500
effective July 1, 1961.
Appointment of Louis I. Hahl as Manager of the University
Bookcenter at $5800 effective June 26, 1961.

At the December Trustees' meeting Secretary Miller submitted
a proposed plan for including all non-academic employees in
a Civil Service-type system divided into two principal divisions:
Clerical-Technical and Administrative-Professional. The Trustees
approved this program in principle. The proposed plan developed
to implement this decision is now submitted for approval.
This is to be the framework in which all personnel will eventually
be fitted. (A copy of this plan is filed with the material
for this meeting.)
On motion by Mr. Vanderploeg, seconded by Mr. Harlan, it
was voted to approve the above item. (p.

The following low bid was received for site improvements
for the Kresge Library and the Engineering Building:

$144,188.25 |
The low bid of $144,188.25 is based on unit prices for curbs,
walks, paving, etc. It is recommended that the contract be
awarded to Schurrer Construction Company with the cost charged
to project budgets. In view of the fact that payment will
be made for work actually completed, it is recommended that
the contractor not be bonded. (p.88)
The following low bid was received for a 32-million BTU
boiler at Michigan State University-Oakland:
