MINUTES OF THE MEETING OF THE
BOARD OF TRUSTEES
APRIL 17, 1970
Finance Committee item:
Chancellor O'Dowd of Oakland University reported
the receipt of a petition on behalf of the AAUP asking for
recognition as the collective bargaining agent for the faculty
of Oakland University. Chancellor O'Dowd reported that
a hearing has been set for April 28 and it is his recommendation
that the Board of Trustees not grant voluntary recognition
to the AAUP but insist that an election be held.
On motion by Mr. Nisbet, seconded by Mr. Hartman,
this recommendation was approved unanimously. Trustee
Stevens asked to be recorded as not voting.
Communication from H. N. Stoutenburg, Jr.
On April 8, 1970 Oakland University received
bids for the installation of an audio system at Baldwin Pavilion
authorized by the Board of Trustees at its April 18, 1969
meeting. A tabulation of the bids submitted is as follows:
Audio Equipment Company $31,200
Oakland Electric Company 31,269
The bid proposals have been examined by the
architect and our staff, and it is recommended that a contract
be awarded and executed with Audio Equipment Company in the
sum of $31,200.
It is further recommended that the following
project budget be approved.

Funding for this project has been provided by
the Kresge Foundation.
On motion by Mr. Nisbet, seconded by Mr. Merriman,
it was voted to approve the awarding of the contract and
the project budget as recommended above.
In order to maximize Oakland University's investment
in its 360/40 data processing system, it is recommended that
most of the rental arrangement be converted to a purchase
contract and that this change be effective April 17, 1970.
The gross price of the equipment package is $572,930,
which nets to $348,809.60 after application of $143,911 rental
accrual and $80,209.40 educational discount. This recommendation
is endorsed by the Computer Policy Committee of Oakland University,
the Director of Business Affairs, and the Acting Provost.
It is therefore requested that Oakland University be authorized
to purchase over a 5-year period the following equipment items:

1 -- 2821 Control Unit for Printer and Card-Read Punch
1 088 Collator
24 - Magnetic Disks (payable over 2 years)
4 -- 2415 Magnet Tape Units

1 -- 2841 Disk Storage Control Unit
On motion by Mr. Hartman, seconded by Mr. Merriman,
it was unanimously voted to approve the above recommendation.
Personnel Changes:

Appointments:
Calvin WILLIAMS, Jr. as Instructor - Education
at $11,500, eff. 8/15/70
Ratan K. GOVILA, as Asst. Prof. - Engineering at $11,500,

On motion by Dr. Martin, seconded by Mr. Merriman,
it was unanimously voted to approve the above Personnel
Changes.
Gifts and Grants
Gift of 2 violins with a total value of $200
from Mrs. J. Landis of Rochester, for the Music Department.
Gift of a Steinway grand piano valued at $1,500
from Mr. William Waterbury, Clawson, for the Music Department.
Gift of 2 oriental rugs with a total value of
$3,700 from Howard L. McGregor, Jr., Rochester for the Physical
Plant Department to be used at the discretion of the Chancellor.

Jones Memorial Scholarship Fund.
$100 from the Reuther Labor Foundation, to
be used under the direction of Paul Tomboulian in Chemistry
as a contribution in support of the Environmental Teach-In.
$130 from Oakland University Alumni as contributions
to the 1969 Alumni Fund Drive.
$2,000 from Mr. & Mrs. Benson Ford, Benson
& Edith Ford Fund, Grosse Pointe Shores, to be used under
the direction of Chancellor O'Dowd as a contribution in support
of Meadow Brook Theatre - Five Year Fund.
$200,000 from the Kresge Foundation, the second
grant in support of phase 2 of the improvements to Baldwin
Pavilion, to be used under the direction of Chancellor O'Dowd.
On motion by Mr. Nisbet, seconded by Mr. Merriman,
it was unanimously voted to accept the accept the Gifts
and Grants.
